    I agree with that much, that is why I included it:

    My point was that a simple number is not enough. There is a real person attached to the number that has unique human features.

    Here's what you said:

    There is a substitute for a "unique number" -- who you actually are as a human being. Your human features, even your fingerprints are a unique way to identify you. The number is only a single feature in a complete real ID.

    A drivers licence is the most common form of identification used in New Zealand, in my experience.

    That's only 2-3 people or so for a very common name. Name and date of birth will work fine for a rough guide. If you're doing something really important they'll do another check, like asking for proof of address.

    For real important things, like getting your first passport (maybe?) or a new birth certificate (if previous one is lost), they also require a signed deceleration (witnessed by someone of high standing in the community, whether it be a lawyer, a JP or a police officer), that you are who you say you are and they have known you for X years.

    When my ex-es passport (and money and whatnot) was stolen in Cancun I had to testify and sign as a witness at the consulate for her to get her new, preliminary papers. That was fun. I teased her all day with 'I'll say I don't know that woman if ...' ... she liked it :)

    1.5 million permanent residents and growing. I don't know how many vacationers, but it may pop us up to 2M or so across the area. It's enough that it significantly changes the traffic dynamics on the interstate.. I'm not sure what you call 'near' 4.5 million.

    Also, realize that this area isn't that densely populated, not compared to something like NY or Chicago, and definitely not compared to some of the major cities in Japan or China. Virginia Beach is basically one major suburb, and much of Norfolk isn't as developed as it could be.

    What I mean by that is that, in other places, with a common name, things may become quite confusing.

    Lot's of Star Trek fans?

    As HB pointed out, there are also middle names. And names of parents, mothers' maiden names, places of birth, etc.

    I didn't have a specific threshold percentage in mind, but if the standing population is about 1/3 that of New Zealand, then no, I don't consider that to be particularly close.
