Not really. He's fairly easy to take down, just don't use electricity on him.

Oh wow, the diospel magic tip is absoluyte gold, that'll trivialize the encounter entirely. i always assumed that since he attacks you at melee range he had nothing to dispel.

AFAIK, dispel magic has a base 50% chance of succeeding, Base chance is 50%. The rest depends on a contest between the caster level of the spell and the caster level of your character casting the dispel.
5% increased chance per caster level that you are higher, but 10% penalty for every level that the original caster of the spell is higher then you, though there's always a 1% chance of success.

According to NearInfinity, the doomsayer has levels 6/8/5, meaning the odds are probably heavily weighted against you.

    His stats are :
    18/10 STR | 17 DEX | 15 CON | 11 INT | 14 WIS | 13 CHA.
    78 Hit points | effective AC of -2 | Number of attacks = 3 | and ThAC0 = 8.
    Saves vs : Death = 10 | Wand = 8 | Polymorph = 7 | Breath = 8 | Spell = 7.
    Resistances : Fire = 50 | Cold = 50 | Acid = 50 | Electricity = 125 | Missile = 100.

So as Keneth said, don't use lightning damage, and any type of missile weapon is not effective either. (Though you should still be able to use magic missile just fine.)

I can't find any mention of spells being cast in the scripts either, it seems like the flame blade it is using is simply an equipped item. (fblade.itm)
Similarly, the blur effect is supplied by an item equipped in the ring slot (mage04.itm), i'm unsure how this affects the chances of being able to dispel the effects.
Another ring item (ring95.itm) gives it immunities to Chaos, Confusion, Hold Person, Nature's Beauty, Poison, Morale Break, Paralyze, Slaying, Charm, Beserk, Petrification, Fatigue, Sleep, Panic, Level Drain and Stun, so trying to apply any debilitating effects goes right out the window.
It's also wearing a helmet that should protect it from critical hits.

Your best bet here would probably be save-or-else debilitating spells like web/stinking cloud/entangle to root him into place and trying to whittle him down with plentiful castings of magic missile and any other fire/cold/acid based spells you can lay into him, while you kite him around.
Going toe-to-toe with him in melee is probably suicide- with his thAC0 he only needs to roll an 8 or better to hit someone at 0 AC. with his 3 attacks per round, he's going to devastate all but the most tanky of characters.

EDIT : i took him on with one of my old parties, including my pc thief/mage, Imoen, Kagain, Neera, Baeloth and Viconia.

It is possible to dispel the blur effect on the doomsayer, though it is kind of unreliable - the first attempt i made cost me 10 castings of dispel magic out of the 12 i had memorized across the 3 casters.
On my 2nd attempt, i managed to sucessfully dispel it within the dfirst 3 castings of the spell.

However, it seems that beamdog fixed the flame blade such that it can no longer be dispelled, so even with the blur down, the doomsayr stays a force to be reckoned with.

Web spells work on him just fine though, and damaging him with magic missile does wonders. i was able to reliably put out anywhere between 7-12 damage on him each casting of the spell.
Other spells like melf's acid arrow/agganazar's scorcher/fireball worked as well, but have a lot lower damage output on him since he resists half of the damage.

All in all, having kagain tank him for me whenever he was not held by the web spells worked just fine - though i had to use 2 castings of web throughout the battle to keep the effect up.

I didn't recognise the name, but now that I read the description, I remember once spawning this guy. Then just running away, I think.
