Where can I buy 4 level mage spells outside city of Baldur's Gate. The wizard in High Hedge doesn't have any.

Nowhere else I believe. The game was designed so that you wouldn't get the higher level spells until later in the game.

I didn't think you could even cast those spells until that part of the game anyway.

Maybe Ulgoth's Beard if you have the expansion. You're right though - unless you are looking to cast spells directly from the scrolls instead of memorizing them, chances are you aren't high enough level to cast many anyway.

Yea, I have the expansion. My conjurer Edwin current level is 7, and this is the cap for the BG1 without TotSC. Ergo, I should try Ulgot's Beard.
    Thanks to everyone.

Actually, Dibbley, Couldkill is level 5 :)
However, since Grumpi has TotSC, the level cap for mages is raised to 9, so he can cast level 5 spells.
