I'm having some trouble determining the HP bonus gained from constitution. In the manual it says from 17+ it goes up by +2(+3), +2(+4). What on earth does this mean?

Something like +2 and an extra 1-3

You can only get better than +2 for constitution if you are a warrior class (or multi). So, with an 18 constitution, your fighter gets (1-10) + 4 HP per level up to level 9. After that, he gets 3 HP per level.

With an 18 constitution, your cleric only gets (1-8) + 2 HP per level and he only gets 2 HP per level after the first 9 or 10 levels.

Thus, if you have a cleric, a mage or a rogue, there is no point in giving him more than a 16 in constitution (unless he's a multi-class with fighter).

Although if you get a character with a constitution of 20 (it's possible depending on your class and whether or not you do BG1 or ToB) you will get regneration ability regardless of what your class is. Although, as dmc says, the scores of 16-19 are equivalent, unless you are playing a fighter, paladin, ranger, or barbarian, or are playing a fighter or ranger multi-class.
