What's the story about the Armor Check Penalty?
I just downloaded a walkthrough which states that the Tower Shield +2 and the Large Shield +2 are the best shields in the entire game. About that Large Shield I can understand, cause I use that one myself :) But what I don't understand is the Tower Shield...
The info on the shield says:
    Armor Check Penalty: -9

Does that mean that when u wear it, your Armor Check will go down by 9 when ckecked or that the penalty you will suffer is reduced by 9???
If it's the last one, I can understand why that shield would be the best one in the game, but the way I read it, it's the first

Can someone help me out on this issue?

Armor Check Penalties are penalties you suffer to certain skill checks because the armor interferes with your performing them. For example, it is much more difficult to Hide and Move Silently wearing full plate and carrying a tower shield.

Yeah, that part I already kinda got. But what I want to know is the reason why that Tower Shield is the best in the game.
You do get a penalty of 9, am I not mistaken? So why is it that, even when getting such a high penalty, that shield is still very good?

While the tower shield may be bad when it comes to using some skills it provides better protection against missile weapons than other shields. Thus, if you are playing as a warrior type who does not use skills that are penalized by the armour check penalty, the tower shield is better.

Best is a realative term, based on the situation. For the rogue, the towershield is an extremely heavy handicap. For a fighter, its one of the best items he can have.
