I've encountered this problem a few days ago. It's a new party from scratch, but I put a lot of time into it already. My wizards are supposed to be able to cast 4th level arcane spells (finally). Also based on their intel stat, they're supposed to get an extra casting at 4th level. There are no stat increasing items on my wizards. The thing is... they're missing!

On the spell menu, I don't have the option to have them memorize the right amount of spells. Sometimes it'll be zero and sometimes it is one. Sometimes you pick a spell when it is at one and it'll memorize it twice. If you try to remove one of the casting so that you can pick another spell then the game will make it so that you can't memorize any number of castings. Sometimes when you pick one spell (on the menu when it allows one) and then go back to the regular screen and choose the casting icon (after resting) you'll see that spell and another 4th level spell (random?). Other times when you can pick only one spell, that icon will have that one spell or none.

This frustrates and infuriates me. Anyone out there encounter this problem before? What can be done to fix this?

I haven't progressed further into the game. I want to fix this problem before playing the game more.

    (Bump)
Really, is there no one out there that has encountered this problem before?

No one out there knows how to fix it?

I haven't even touched the game since this happened. Hmm, I suppose I'll go out and play hockey today.

    Never heard of it CIS.
Maybe the charecter file got corrupted in some manner.
Why not try to make a new charecter and level him up to see what's wrong?

Did you get some of the fixes and other small additional item adding programs? Or new scripts?
And what exactly is your charecter?

It could be a glitch or something, too! but I am not certain since I never encountered such a problem. Try what Shrikant and Taluntain suggested first and if the problem still persists try uninstalling the game and reinstalling it. That would remove any file anomalies and replace with the proper configurations

"There is a known bug in IWD2 that shows up if you learn more than 24 spells of a given level" then you may encounter problems.

This is the closest thing that may be at the cause of it all. My game is vanilla with the exception of the patch and the unofficial slowdown fix.

This really bites. I've put some time into this game before and I've beaten the game many times from stratch to finish. This is the first time I've encountered this. This sucks.

Perhaps (on a slim hope), there's someone out there who has encountered this and knows how to fix it. If there is, then please, don't hesitate to reply. Thanks.
