does a sword have to be enchandet uup to +3 in order to become flaming, or is just a +3 weapon like in PnP, (i.e not +3 to hit , just a +3 weapon)

Unfortunately, in this game, you can only have 3 enchantments, so it can be a +3 sword, or a +2 flaming sword, or a +1 flaming, burst sword. The enchant item feat wheel will show you the different choices you have.

You just need to be able to cast it to enchant with it. But to your first question, is your sword already +3, if so you can do nothing else to it. You can add flaming to a +2 sword, or holy flaming to a +1 sword.

I can't seem to just make a sword plain old flaming, or any other enchantment past +3. It won't let me do +1 or +2 flaming it makes me make it +3. I don't understand what I'm doing wrong!!!

What kind of class is making the flaming sword? I find druids have the most variety availible to them, however, wiz, soc and clerics should all be able to make a flaming sword.

One thought, what level spellcaster are you, I beleive you need to be 9th to add energy attacks and 10th to add alignments or bursts.

I realize this is an old thread, but here's what's going on with item crafting.

The developers of ToEE (incorrectly, according to the PnP rules, though this was only generally agreed upon fairly recently) interpreted the caster level listed for various enchantments as a prerequisite. As a result, you can't add Flaming to a weapon until something like 8th or 9th level, even if you otherwise qualify (have the gold and XP, know the required spell).

By the actual D&D rules, you should be able to do this at any level. Note that a weapon must have at least a +1 enhancement bonus before you can add anything else (you can't make a weapon just flaming, it has to be +1 and flaming), making this a bit pricey, but it's still almost always better to add an enhancement like Flaming or Shock than to add another plus.

Another note on item crafting: in general, to create something that gives a +X bonus to something (Cloak of Resistance, magic weapon, whatever) you must be at least level 3X (in other words, level 3 for a +1 bonus, level 6 for a +2 bonus, and so on). The exception is the various items that raise your ability scores; those have no level requirement in either ToEE or standard D&D, as far as I can tell.
