    Either find more of the quests or you could constantly travel from one area to the other and hope you get attacked on the way there.

    Or rest outdoors, for example in the Deklo Grove. You should get attacked pretty often.

    Oh in that case no. Without the Circle of Eight mod the maximum level I believe is level 10. With the mod it's level 20. I HIGHLY recommend this mod as it fixes a lot of the game's problems.
