    Is there anything up there worth getting/stealing? The guard tries to arrest me the second I get up there :beer:

    Yes, there's some treasure including a couple of worthwhile items.

    If you want to loot the Candlekeep Library thoroughly, then the thing to do is use invisibility (or stealth if you're a Thief) to sneak past the point on the second level where Koveras can see you, so that he doesn't walk over and talk to you, then you can go up to all the other levels and grab all the loot, except avoiding the rear part of the third level where the Iron Throne leaders are having their meeting with the Knights of the Shield. (So long as neither Koveras nor Rieltar has yet seen you, the guards aren't looking for you.) Then after collecting the loot (and going back out to sell most of it to Winthrop, again using invisibility/stealth to avoid being seen by Koveras), go back in and up to the second level visibly, to trigger the conversation with Koveras and (if you wish) the fight with the Iron Throne leaders, after which you get arrested (as normal) when you go up or down to another level.
