Are there any tomes to increase your characters stats to be found in SOA?

No but you will be forced to give up a point midway through the game.

Keep this in mind when playing.

Also, at the very end, there are some stat chages depending upon your good or evil choices.

It's more incentive to play through the entire series, using the same character. Admittedly, I've only done it once without getting bored and going off to another character...

No tomes in BGII, only in BG1. But there are a few places in the game where your stats can go up or down a bit plus there are all manner of overpowered stat increasing wearable items.

Yeah...Too bad that there aren't any tomes in BGII although they exist in D&D!

are there any items you can wear that simply give a +1 strength without giving you say the strenght of a frost, or fire giant etc?

In Shadows of Amn ? Yes, there's a halberd in Adventurer's Mart, for example, Deidre sells it.

Merchant, also bartender, in Copper Coronet has a mace that set your Str to 18 after freeing, or killing Hendek.

Wait, it's not what you are looking for, right? Because there's famous Crom Faeyr.
