Even though this will be my 4th time beating this game (I know, not near as much as some of you have beaten it!) I have always wondered:

On boots of speed, I read it and all it sais is increased movement speed, but when I put them on I get the haste icon on my portrait and even my attacks seem faster. Is my mind playing tricks on me? Or do boots of speed really give perma-haste?

Yes, this is a known bug. Rather than increasing movement rate, the Boots of Speed actually just Haste the character. This works exactly like the third-level spell Haste, including the bonus to attacks per round. I believe Baldurdash and/or Dudleyfix change this.

I have different problems with those boots. When my thief wears them and try to backstab someone invisibility wears off before i can hit. So backstabbers shouldn't wear them.

Also when i dual-wield with scarlet ninja-to and Belm i have 4 attacks per round but when i wear this boots i have 2 apr.

Download the Baldurdash fixes. The "haste problem" is one of the first things it solves. Personally, I never play BGII without Baldurdashing it first - it just ain't worth the hassle.

In PnP D&D boots of speed do give extra attacks as well as an armour class bonus IIRC.

No extra attacks. What the Boots of Speed do in PnP is allow you to run at double movement rate (with lots of detractors to the point that it's almost useless) and gives you a 2-point AC bonus in combat where such fast movement would be beneficial (translation: DM's discretion).

You are correct sir! I wonder what I am thinking about. It has been years since I played, maybe I'll get out my books and read awhile. It may give me some Ideas for some new magic items.

Actually, in a clean, patched install, the boots of speed only add an attack if you have a fraction in your APR. For example, Anomen using a weapon with which he is merely proficient will get 2 attacks per round rather than 1.5 when wearing the boots of speed. If, on the other hand, he is specialized in the weapon's use, his APR isn't bumped from 2 to 3. He still just gets 2 attacks.

The fix used in Baldurdash or the G3 fixpack really just swaps one bug for another, in my opinion. With baldurdash or G3 installed, if you wear the fixed boots of speed with a ring of free action, the movement speed bonus is nulified every time you reload your game or enter a new area.
