Never mind I read your question wrong.
It always works for me though.
These are the directions I follow.

while in baldur.ini file add to [Program Options].
    Debug Mode=1
    Disable Movies=1
scroll down until you find the heading named [Program Options].
Start a new line (anywhere under the Program Options header) and write the command: Debug Mode=1.
You'll now be able to open and close the Cheat Console by pressing CTRL+SPACE
Type "CLUAConsole:EnableCheatKeys(1);" in the console window to engage the cheat mode.

Maybe you should try to cut and paste what I have.
Once I couldn't get it to work by typing it in but it mysteriously worked when I cut and pasted it. If you have ToB with no mods I could email you my file if you want.

You don't need the disable movies line, but if you want to disable movies too that's how to do it. :)

Well, if the Debug Mode=1 doesn't work, you could always use the Cheats=1 line (make sure you put the Cheats=1 line under 'Game Options' and not 'Program Options')....that's what I do. :rolling:
