Dual wielding enemies bug

    I noticed something which seems like a bug.

    Enemies who dual wield have all attacks on the highest BAB. Has anyone else noticed this? Is it patch 2.1 specific?

    For example; the merchant in the Underdark (Wode the Guileful) has both main hand attacks at +13 instead of +13/8.. Same thing with Ashra in the yuan-ti temple (all 4 main hand attacks at the same BAB) etc.

    Is there a feat that sets all your attaks at your highest BAB!?

    Weird thought that all enemies with two weapons have that feat, while I haven't noticed a single enemy with a different fighting style having said feat..

    IF all of their MAINHAND attacks are at the same bonus, it's either something they overlooked(a bug) or it was on purpose, possibly to make certain fights/enemies tougher. Meybe during playtesting, they thought certain enemies were too easy and instead of increasing level or Strength, they choose to change the BAB to keep Damage and HPs down? Who could really know what the designers chose to do or why they did so...

    I think it's a bug, because if it was included to make certain enemies tougher then I believe they wouldn't give this "feat" to all dual wielding enemies and no one else.

    I'm just curious if anyone has an unpatched version of the game and wants to test it? Maybe a patch broke it. (I have the G3tweaks installed but haven't applied any mod.)
