    Take the stairs up, he's in the middle of the gaming table area. You have to get one half of the antidote first, if you don't know which antidote I mean, go to the northeast area of the city (enter from the area with the wizard's shop in it), you'll meet two fellows who want a word with you. Then meet one near the circus tents in the middle of the city. Do his quest first.
