Figuring ECL for custom race

    I'm DMing a role play under 3.5 rules with a friend of mine and I'm bringing a character into the party as an "ally" (as much an ally as a chaotic neutral can be), only I don't currently know the character's ECL because the character is a custom race (I have general idea looking at creatures that operate similarly to my custom race). Some help here would be greatly appreciated.

    Here's the generic type. It's called a "Light Elf", based off the elle folk and predominately the elle maids of Danish folk lore. The special arrows represent "elf shot" and the insanity represents what happens when one engaged in certain types of activity with elle maids, like stories where they offered men a "suck" of one of their nipples which in turn would drive a man insane (sex fielded the same results).

    As for anyone wondering, the spirit sub-type doesn't mean anything unless one's running a Oriental Adventure campaign in which their role as demented fertility spirits means more in terms of divine magic.

    Special Attacks: Insanity, special arrows, spell-like abilities
    Special Qualities: Damage reduction 5/cold iron, elven blood, immunity to sleep, low-light vision, wild empathy
    Saves: Fort +0, Ref +6, Will +3 (+5 against enchantments)
    Abilities: Str 8, Dex 16, Con 8, Int 15, Wis 11, Cha 17
    Skills: Bluff +9, Diplomacy +5, Disguise +3 (+5 acting), Escape Artist +9, Handle Animal +9, Hide +9, Intimidate +5, Listen +10, Move Silently +9, Perform (any one) +9, Ride +5, Search +4, Spot +10, Use Rope +3 (+5 involving bindings)
    Feats: Alertness, Weapon Finesse
    Challenge Rating: 3
    Alignment: Usually chaotic evil
    Advancement: By character class
    Level Adjust: +4

    Elven Blood: For all effects related to race, a light elf is considered an elf.
    Insanity (Su): This ability affects all humanoids and monstrous humanoids who engage in acts of passion with a light elf. Those who engage in acts of passion with a light elf must succeed on a DC 16 Will save or go insane as though by the insanity spell. The save DC is charisma based and includes a +2 racial bonus.
    Special Arrows (Ex): Light sometimes employ arrows that deal no damage but can paralyze a creature. These arrows have no effect on other light elves.
    Paralysis: An opponent struck by this arrow must must succeed a DC 13 or be paralyzed for 1d6 rounds. The save DC is Charisma based.
    Spell-like Abilities: At will—charm person (DC 14), speak with animals; 3/day—entangle (DC 14); 1/day—dimension door (DC 17), suggestion (DC 16). Caster level 6th. The save DCs are charisma based.
    Wild Empathy: This works like the druid’s wild empathy class feature, except that a light elf has a +6 racial bonus on the check.
    Skills: Light elves have a +2 racial bonus on listen, search and spot checks. A light elf who merely passes within 5 feet of a secret or concealed door is entitled to a Search check to notice it as if she were actively looking for it.

    Thier CR isn't a problem as they're predominantly ambushers who rely on their special arrows to root attacks in place and entangle if things go really badly. They predominately rely on charm person or suggestion when they're trying to seduce humanoids to use their insanity special ability which requires more intimacy then a succubus' kiss.

    For their ECL I predominately compared them to pixies who have a +4 ECL. Pixies have better abilities, better special arrows and more spell-like abilities at a higher caster level. The light elf on the other hand has a lay out of spell-like abilities more similar to the dryad and can cast charm person at will and while the light elf's arrows are easier to resist then the pixie's, they do paralyze the target.
