Normally, this weapon should slow down hit opponents once in a while. However, it does it everytime it strikes, making it a somewhat cheesy weapon. Plus, it works against everybody, drows, Bhaal,... To me, this one is greater than the Celestial Fury, and much easier to come by.
    Isn't it a bug?

Come to think of it, it does seem to slow the target a lot more than the 33% it states. I don't know if it does it all the time, but yes, it does do it quite often. Arguably FoA is one of the best weapons available in SoA when considering you can get it from very early on in the game.

Flail of Ages is one of the best weapons of the game. If we want to compare the two weapons anyway, then it is much better than the Celestial Fury IMHO, mainly because of the several elemental damages it causes. One of my characters was always using it.
As far as the slow effect is concerned, I think there are two possibilities in your case. The first: it is a bug. The second: Your every third hit causes Slow on average, and you are in real-time combat, so it happens so often that you might perceive as if it happened at each hit.

I suppose it depends who you have wielding the Flail. If it's a hasted fighter who has multiple attacks, it's likely you're hitting enemies so many times in a round that the 33% chance of slowing is kicking in every round.

FoA slows things often, but not every hit. I know this because i checked it out. In fact I have a dual wielding berserker right now, (dwarven). I haven't seen anything slowed for quite a long while because everything dies too fast, (before the slow effect can go off). It IS a very very powerful weapon, +3, doing a 1d6 +5 dmg, 2 of which can kill trolls. In the end I would choose Black Razor as the most powerful weapon in the game, it's only a +3, but the abillities it gives you, despite it being late in the game, (which I don't believe it makes a difference in it's power, though maybe in its usefullness). This is because it not only hastes you and steals 20 hp, (like vamp touch but better), but it also increases your strength by 3 and can steal levels... all of which can be done at 5% chance and all at once... Talk about your super isnta-buff eh?

That's not exactly true. You cannot slow Irenicus and some other powerful entities, such as abysal Demons. This weapon gets further modified in ToB, more powerful, and it still doesn´t affect certain abilities.

Viconia is currently wielding it for me, and since she's a Cleric and ain't got that many attacks, I noticed that it actually slows ~1/3rd of the hits. Though if you equip a fighterlike char, and got ~5 attacks + haste etc. then it's likley that you'll get the feeling it slows always.
