So I liberated the nymph, received the lock of hair in return, ploughed my way through Ragefast's tower and realized the lock of hair didn't mean anything to Ragefast or at least not his corpse anyway.

I turned it in at the Sorcerer's 'r Us, or whatever that store is and got the Nymph's cloak.

Hmm, +2 to charisma.

My party leader is Jaheira (although she complains about new leadership, what's up with that?) who has charisma 15 boosting her up to 17.

Charname has 12 and this would boost him to 14.

Does it matter who wears this thing? Are my NPC and other reactions based on Charname who is last in my party, or based on my fearless Druid leader?

And does it make that big a difference regardless?

I have no opportunity cost right now since neither charname nor Jaheira have any powerful cloaks this would displace. Charname is a mage, are there any cloaks he's going to want in place of it?

 

The mage would want a robe of the *alignment* archmagi.
and what matters is the person who is talking to the npc.

 

I think NPC's reactions depends on the charisma of however is the party leader at the time, so you'll want to increase that character's charisma (Jaheira's, in your case).

@ziggzz: Mage robes go in the armor slot, not the cloak one. lokibeat's mage can have a cloak and still equip the robe of the *alignment* archimagi.

 

IIRC it's a cloak, and as such, won't mess up with your armor.
But actually, Charisma has very little effect ingame other than prices, so give it to the on that's going to do the shopping.

 

You get more gold for doing quests when you have a high charisma, a character with CHA 18 gets a dagger +1 in Candlekeep and antidote potions from the gnome in Friendly Arm in... etc.
Get the Cloak of Balduran to your character, gives 25% magic resistance.
And the store's name is Sorcerous Sundries .

 

You can't even get some quests if your charisma is too low.(The dude in the first map of the closkwood forest that needs help to fight the druids woldn't even talk to my group with Monty in charge)

 

Also, some rewards are pretty CHA exclusive. I can think of one where your CHA score is the difference between Boots of Winter and a few gold coins.

 

You could try pickpocketing Algernon in Feldepost Inn to get the Algernon's cloak, it adds 2 charisma but it can charm from a distance, which is better then the nymph's cloak.
