    There's a guy called Hoff in chapter 1 of the Docks District but whenever I try to talk to him he doesn't enter dialogue. He says above his head 'Get lost, I got no reason to talk to you'. Anyone know what he's for?

    Obviously a bit of a spoiler:
    As I recall, he'll talk to you if you get a quest (albeit a bit useless one) from the 3rd floor of the moonstone mask.
