    have you heard of something like dale keeper that could enable normal mortals (eg not those programmers from blackisle) to change a bit item "powers" (mainly tuning the weapons). i'd be very glad if u could send me any program to tune up my weapons...

    Yes, it is called (rather surprisingly) GateKeeper and I'm sure there is a link to it on this site somewhere.

    That's the BG1 editor.

    DaleKeeper2 never made it past Beta and it doesn't edit items, IIRC.

    I'm not sure if IEEP or DLTCEP work with IWD2- it may only be WeiDU.

    Yes. It's called Near Infinity. Although it wasn't made specifically for IWD2, it works for it (as well as any other Infinity Engine game, I believe). It's not quite as easy to use as Dale Keeper, but it's fairly easy to learn. Mainly, you search for items, called itm files, and you give or remove properties.
