When I created a ranger I 2 stars to bow skill and 2 stars to a large sword. After a few level ups, I found out that I cannot add more star to bow skill or arge sword; I had to select another skill. Is there a way to add more star to his bow skill?

No. Rangers, paladins and multiclass fighters can only spend 2 points in a weapon.
Only pure fighters can spend more than 2 points in a weapon, but no character can spend more than 3 points in bow or crossbow.

Multi class fighters are also restricted to only 2 points allowed in any given weapon. Only those who follow the path of the true warrior (pure fighters) are allowed mastery (3 points in one weapon) and beyond. (up to grand mastery at 5 points, BUT IWD does not allow you to put more than three points in bow skills like kmonster mentioned, for some reason? Game balance?)

Thus paladins and rangers can only specialise (2 slots) in any weapon which gives them +1 to hit, +2 to damage and an extra ½ attack per round. This is nice already, so specialise in different weapons!

All other classes (clerics, thieves, bards, mages) can only become proficient in weapons. (1 slot) This gives them no bonus but they know how to use the weapon without emberassing themselves. (no penalty)

If you use a weapon you do not know how to wield, you suffer penalty to your hit roll. IIRC fighters get -2, clerics/thieves/bards get -3 and mages get a steep -5 penalty. So, a lvl 1 mageling with a wrong weapon will have a THACO of 25, requiring a natural roll of 20 to be able to hit virtually any decent foe.
