I think you should try to get the body to Goverment District to chief inspector (inside government building).

isn't inspector aegisfeild the guy who gives you the quest? If he died then you did something wrong with that quest because he isn't supposed to die, or am I confused with someone else. Well if he is the guy that gives you the tanner quest and he died durring the quest, then you mist some good experience you can get after the quest.

No, if he diesn it´s not about doing wrong ... if you find all the first evidence and confront the tanner, he sends you away, if you return and confront him with the second one he´l turn hostile (I choose the two steps because he will have called up guards then - more fighting, MUAHUAHUAHUA  and it is more adventurerlike).
The I finish the quest and then go to aegisfeld ad tell him the I have found the evidence and that he undoubtly is guilty - that´s ok and I get my reward.

Collecting the evidence and going to aegisfeld with it is the lawful approach. Then he will go to the tanner to get killed. I can´t figure out why this should be wrong.

Though I don´t know if the way you choose results in a difference in XP in the end.

The XP award is exactly the same. You get it from Aegisfield if you confronted the tanner yourself, or from the government authorities if the tanner kills Aegisfield and you bring them his body. The ways are equivalent--I tried both. (-:
