Most of them don't say how often they can be used?? What should I do? I know it will only work when action is towards/for it's purpose, but how often should it work when doing so?

    The book says:
"A dedicated power operates only when an intelligent item is in pursuit of its special purpose. This determination is always made by the item. It should always be easy and straightforward to see how the ends justify the means. That is to say, if the player’s reasoning for how a particular action serves the item’s purpose is not completely believable, the item won’t allow it. Unlike its other powers, an intelligent item can refuse to use its dedicated power even if the owner is dominant." (DMG p. 270)

What if the item has the special purpose power of Dimension door? Does that mean I can jump all around the battle field as long as it's serving the items purpose?

Unless noted otherwise, it's at will. As the description says, the item decides when the use of the power is justified. So every time you want to use the power, the item decides whether it wants to let you use the power. And the purpose should always be very clear and specific.
