    I killed the sirene in Duralg's Tower (the top), and got her hair. Where can I deliver it?

    uh there was a quest involving that lock of hair...

    you talk to the nymph and agree to help free her, she gives you the hair, you go downstairs and give the hair to the thief, go back upstairs and talk to nymph, nymph leaves, you go back downstairs and talk to thief guy and he turns hostile...kill em.

    there you go, all done.

    I didn't play ToSC. In Bg1 you could make a cloak of it that increases your Charisma so I think in a blacksmith/store they can make a cloak of it....
