I think there is a mod for shapeshifter which make them stronger right?
The question is, will the mod make the shapeshifter overpowered(over-balanced) or improve him to his actual strength(evenly-balanced, compare to other class/kit)?

Honestly, it makes them ridiculously overpowered. I got it (because I liked werewolves) and had probably the easiest solo ever. -35 and below AC without trying, -12 Thac0 or so (this is all before Spellhold) -5 or lower on all saves, over 220 hp, I don't remember attacks per round or average damage but it was plenty. Plus he regenerated so fast if he ever got hit he was full health before the enemy could try and hit again, much less succeed. And on top of all that, you can cast spells as the werewolf and it never runs out (time limit). It was fun for a little while but sickly easy. I don't suggest it at all.

That's just the problem most fan-made mods have; they go over-board (another example: Tactics mod, Valen NPC).

I would have said they were powerful enough anyway if you play them properly. Even Werewolf gives you -1AC, -1 for single weapon style, -2 for ring and -1 for ioun stone - you'll end up with -5AC. This will be -15AC for the GWW. If you are in WW form then you must want to melee, so why would you want to cast spells in melee?

I generally use the WW forms for normal battles as you can change to/from this sevral times and re-cast protection spells as necessary. For the really tough battles then to to GWW. or if you have TOB you have some other choices as well.

The only thing they lack is only +1 weapons. I would say stick it out with the standard shapechanger - they are great fun the way they are and far more balanced.
