Scribe Scroll: Hmm, well, scribe scroll, etc are quite useful, I agree. I usually create scrolls that I can use to buff up my sizeable party before going into combat. However the usefulness of the feat decreases as you approach epic levels, as the casterlevel on the CastSpell itemproperty can not be adjusted in the scripting language, meaning that while your casted spells usually get better, your scrolls powerlevel does not increase. (neither does the cost to compensate for that). Anyway, I find brew potion and create scroll are very useful in the HotU official campaign right now, as I can memorize most combat spells and keep the spells (i.e. knock) I need in some situations on scrolls, just in case...As for contingency, no this spell is not in Hordes, but there may be powerful items that can do similar things on a limited scale...

You can buy parchment at several stores. As for modules that don't have those vendors, no, you would have to bring a couple of scrolls into that module or use a console command to spawn them in.
