    Where does she come from? I can't find a reference to her anywhere.

    She shows up in the Government District and allows me to purchase a love potion from her. I've tried drinking it, but I can't find any effect other then some cat-calls when I'm in particular taverns.

    Does the love potion have any other purpose, or is it just for flavor?

    As I mentioned above, I don't have all components of all mods installed. The components I do have installed are both rare and compatible.

    As to the original question, I can narrow it down quite a bit. I just met her, and I only have the following mods installed:

    G3FixPack
    Some G3Tweaks
    G3 Anniversary
    d0 Quest Pack
    Unfinished Business
    Ascension
    Turnabout
    EMaD
    Dungeon Crawl
    Banterpack

    Looking at that list, I'd say that yeah, it probably is EMaD. Only other one that could be remotely likely is Quest Pack. I've played with UB before and I don't recall seeing her.

    The EMaD readme doesn't mention this encounter specifically. I don't know if the potion does anything, but then I just found her. If I find anything else, I'll come back and post, but I'm guessing it's just flavor.
