If you're going to make a commercial product out of it, I'm sure WoTC will sick their lawyers on you. If you're just making something you're going to distribute for free, no one will care most likely. So what do you want to do with it?

    P.S.
WoTC have a link to their legal department on their site that you can ask for details.

If you used it for something close to for what it was first used by someone who invented a similar name, it would in the very least border on plagiarism.

What also hints at plagiarism taking place is that naming a land "Icewind" makes no more than sense than naming it "Apple" or "Vacuum Cleaner". A likely result is an impression that you simply liked the name and took it for something yours, just cutting the "Dale" part. It's the same as if you made a blond-haired wizard boy and named him Harry, without giving him a surname.

In fairness, even if no one sued you for plagiarism over it, it would still look lame.
