Rangers don't get fourth-level priest spells; their spell progression ends at lvl16.

Yep, and their actual spell casting level is generally poor and low. That means his spells will be weak, with low duration, and damage etc.

I am fairly sure their caster level in the BG2 engine is the same as their class level (as opposed to the number of levels since they gained casting ability), so it wouldn't be particularly low. They'd not get 4th level spells, though, as previously mentioned.

I thought caster level for a ranger was similar to a pally's. They get 1st level spells at 9th level and cast those as 1st level druids.

Doesn't really matter. Just load him up on Slow Poison, CLW, CSW and Armor of Faith to take some of the pressure off your druid or cleric.

O.K. according to my manual, Ranger spell progression goes like this:
    Code:
Ranger Level | Casting Level | Spell Level: 1 2 3 (Castings per day)
    8 | 1 | 1
    9 | 2 | 2
    10 | 3 | 2 1
    11 | 4 | 2 2
    12 | 5 | 2 2 1
    13 | 6 | 3 2 1
    14 | 7 | 3 2 2
    15 | 8 | 3 3 2
    16 | 9 | 3 3 3
Which shows (if you use your magnifying glass... ) that Rangers should never be considered as greater than level 9 for the spells they cast (e.g. Dispel Magic will always behave as if the caster were level 9 or lower, so it's not so hot for dispelling anything cast by a high-level mage, for example). Thus, some spells are distinctly better to use than others. I usually avoid anything that's heavily level-dependent for this reason with either Paladins or Rangers, because both are capped at Caster Level 9. Which makes sense, really, as neither should be able to dispel a genuine wizard or priest's magic with ease, as they're both nothing more than part-time casters. The occasional Doom is about all that my (various) Rangers ever unleash.

Of course, there is a caveat to all of this: the BGII manual has been wrong before, and it may be that casting level progression is, in reality, tied to something else due to engine limitations or somesuch. Also, these data came from my SoA manual, so may not be consistent with ToB. The spell progression is certainly as I've witnessed it in-game, however.

    EDIT: Attempted table beautification. :)

I don't think the manual is wrong. At early BG2 levels I had both Minsc and Jaheira in party, with Jaheira's Druid levels lower than Minsc's Ranger levels due to her multiclassing. They both cast at the same time Armor of Faith (at least I think it's called that, haven't played in some time, it's the defensive damage absorption spell with white wings as animation) and Minsc's ran out much earlier than Jaheira's, meaning his caster level was lower than Jaheira's, despite his class level being higher.
