I'm not sure if you can get Time Stop Immunity to work without ToB installed. If you want to give the TeamBG tools a try, I can suggest how to do it.

There is an effect called "Protection from Time Stop" that may or may not be there without ToB. That's the one that is normally used I think.

You can also use "Protection from OPCode" and set the effect to protect against as time stop (set the variable to 231 for time stop). I don't know if that'll work for sure, but it should.

You could also set up a "Protection from Spell" where the Resource Key is set to the file name for the time stop spell (spwi909 and spwish17)

For the above solutions, just add those effects to an item like a ring, and have the item equipped on the creature. Alternately, create a spell with the Spell maker that gives the effects you want with a permanent (undispellable) duration, and place it under the affects tab with Shadowkeeper to the creature you want to be immune to time stop.
