Is it possible to steal from shops as though the shops have the steal from icon even at high levels i still fail is it possible at all?

It is based on your skill in pickpocketing and the level of the person you are pickpocketing from. Your % chance of success (based on 2nd edition Ad&D rules - so I assume it is applied to the game) is equal to your base ability score, minus 5% per level of the person you are trying to pickpocket from.

Regardless of what you do, there is always a 1% chance that you are caught, although from what you have said, it appears you are failing much more regularly than 1% of the time...

 

Which shop are you trying to steal from? One in Kuldahar? Or the gnome refugee camp?

 

All of the shops with the option but the last one I tried on was the wizard I think who wants razorvine extract or maybe I'm wrong and hes a guy who didnt have a pickpoket option I am not sure

 

I think on that guy you have a really small chance of pickpocketing, since he's the first guy you meet in that area that has spells. And they want to give you a reason to explore the caves. There's a particular drow (I'm using my Bene Gesserit training to put as much scorn into that word as I can) that you also will have a tough time pickpocketing. After those two, everyone else is pretty much fair game. I think even Tiernon can be fliched for his gold teeth. I think I've ripped off Hobart before.

 

I am sure i have tried every shop and failed many times on each.

 

Are there any worthwhile items that can be pick-pocketed?

 

I found that by the time I got that far in the game I had more money than i could ever need. Nothing the shopkeepers stocked was outside my price range, so there was no need for thieving. In fact the only game i found money to be tight was IWD2

 

david w, several people (Arundel, Orrick and Oswald) in Kuldahar have some nice items, which can be pickpocketed. Those items are helpful, since you can get them early in the game.

 

There don't seem to be any shops that can be pickpocketed in the game via the shop interface, but having a bard in your party is worthwhile because of all the great items you can pickpocket from the normal screen. There are two rings of free action, a necklace of missiles and some other neat loot you can sell for thousands, all right in Kuldahar!
