    How do you unlock the stairs to the 2nd level of the ice temple i have killed Lysara and everyone else there i think yet the door still says locked and its immune to pick locking.

    You need to use the dais which is directly north from where nathaniel is. By rotating it the correct way, you should open the door. Have a look at the walkthrough guide on this site, and it should tell you the correct pattern.
