Can NPC's learn spells from scrolls? Every time I select a scroll in the possession of an NPC, I don't see the option to write the spell like I do with my PC.

Is the NPC a mage or bard? Is the scroll an arcane spell?

Looking to teach Jahiera and Anomen spells, but not of the dropped scrolls seem to work for either of them.

That is because Jaheira is a druid and Anomen is a Cleric. They do not 'learn' spells, but gain them automatically when they level up. You can find a spell progression table here that shows at what level they unlock the various spell levels. Scroll down to the 'Priest' table for Clerics and Druids.

Only Mages and Bards can "Learn" spells. Sorcerers choose spells as they level up. Clerics/Druids/Rangers/Paladins cast divine magic. Divine magic is a different system in 2nd Edition AD&D. When you hit a certain level, depending on your class, you gain access to whole new spell levels. The SoA manual lists what spells are what. You can probably find them linked via the home page here as well.
