Either a superbuffed high-AC decoy or summons to attract the enemies and then just blast away with all spells you have! That's the way to survive HOF.
Invisibility spells can be useful for all others until the enemies have chosen their target. Start the fight with invisibility sphere! That will give you some breathing room

L8 wizard/sorcerer or cleric spell Symbol of Hopelessness is a good spell to use for that battle, because it stops the elementals and the harpies instead of just the harpies. Start the battle by casting Malison and, if you have a second arcane caster, Emotion: Despair. Then, cast Symbol of Hopelessless, and you should stun all the enemies around you. If you don't have that spell, then Chaos will also work, but remember to run towards the two mages after you cast, or it'll be pointless.

A WoB easily killed most of the enemies in my experience. Send a FoD or Disintegrate or Flesh to Stone, whichever is your favourite killing style, to the annoying mages, they are easily toasted, lacking a decent fortitude save even with HoF enchantments. Then loot the corpses. :)

If you do not have access to those spells, you are in trouble. :shake:

By the time you get in this area, you should have more than one "holy word" spell available with your clerics or "symbol of stun" with your sorc/mage.
Of course, the elementals are not affected by those spells, but buys one or two rounds free from the winged bitches.Let your best tank take care of the elementals and concentrate first on the mages, ´cos by the time they get fully buffed and protected, you´re gonna suffer hell to kill them.
If it does´nt work well, you can always try a good WoB(I ussually prefers malison and/or hopelesness for lowering down their saves), or any of the above strategies

Symbol of Hopelessness is a key to victory in this battle. Holy Word is also extremely useful, provided that everyone in your party is good-aligned. (Anyone else gets temporarily stunned.) After stunning the nearby enemies, I like to summon a monster or 2 to harass the enemy mages. ;)

As Mudde points out, it's a good idea to start the battle with an invisible party. Make sure that your mages are Mirror Imaged so that they have an opportunity to get off a spell or two. Use Mass Dominate to gain green circles and WoB to eliminate red circles. While the elementals and harpies fight amongst themselves, get to the enemy mages and take them out as quickly as possible, they wreak havoc if left alone too long.

Also, don't allow party members to become surrounded by hostiles...it's a death sentence in HoF.
