The Jones Act Delaying Cleanup in the Gulf?

    Recently, I found several articles stating that an old protectionist law from 1920 - commonly known as the Jones Act - prevents foreign ships from helping in the cleanup in the Gulf of Mexico. I looked the law up, and it seemed to only mention cases where goods are ferried from one US port to another, which would not seem to be the case here. Can anyone of the more legally savvy people here explain how true this claim is and just how does it work?

    As I mentioned in the related thread, the problem is that the technology does not exist that is required to easily fix this mess. Oil company CEOs have stated as much. Problem #1 is stopping the leak, and BP is making it up as they go along.

    The issue is that the oil recovered would count as 'goods', I think. Anyway, I know it was waived following Katrina, but that was for carrying relief goods in. I'm not entirely sure where it plays in here.
