Is there something useful about it? Or does it just sell for good cash?

It's really not worth using, because of it's 20% chance to permanently lower your charisma each time you use it - it only functions as a +3 staff as well, you can get better ones relatively quickly in the game, and the on-hit flee effect it applies to enemies isn't that great either, if you want your enemies to flee, just give them a casting of Horror.
It sells for 5500 GP, so that's probably the best way to go - and buy yourself something actually useful with the gold :)
If you really want a +3 quarterstaff, you can either buy one in trademeet (after you have gotten rid of the djinn) or grab one after the battle with the rakshasa in the druid grove.
Better yet, save up ~13500 GP, and buy the staff of rynn from the adventurer's mart which is a +4 quarterstaff.

There used to be a cheese way of wrapping your charisma below zero which would wind up setting it to 25. I think you wear the ring of human influence and use the rod, making sure you keep track of your diminishing charisma until you know you have gone below zero. Then, unequip rod, unequip ring, sell both and you are good to go. No idea if this exploit was fixed in the EE version.

Yeah, the wrapping around of stats when they fall to negative values was fixed in the enhanced edition, though you could just as well use shadowkeeper or console in some tomes to get your cha to the max score if you really want to.

In-game exploits and glitches are always the most satisfying to use.

Now I'll have to check if that still works in the original version or if it was patched in one of the fixpacks.
