upgrading flail of ages to +4 or +5

    If you have the flail of ages +3, should you collect the other two heads before having cespenar upgrade it to the +5, or can you just upgrade the flail one step at a time? Such as adding the poison head, making the flail +4, then later adding the lightning head finally making it +5. OR do you have to collect both extra heads upgrading it from +3 to +5? thanks in advance

    You can upgrade individually, that's what I did, because like, I did Watcher's Keep before I did that dragon dude, so for the longest time, I was wandering around with the Flail of Ages +4, so it can be done. But, I think it's more expensive to do it individually. Eh, who cares about GPs anyways? I had well over 1 million of them.

    You can upgrade it one flail head at a time.

    BUT....

    For whatever reason (of which I have my theories), you have to upgrade it in a specific order. You have to upgrade it, first, with the poison head and then the electric head. If you did not find the poison head, then you will not be able to upgrade the flail at all.

    Yes, IIRC Cespenar tells you that he can upgrade it first with the poison and then the electrical head

    On a related matter, why can't the forge in the D'Arnise keep add the forth and fifth heads? Seems like it should be able to do it, but it doesn't. Is there anyway to force the forge to work rather than waiting around until TOB?

    No. The forge was never designed to create anything beyond the Flail of Ages +3. I'd venture a guess that most people do not do Watcher's Keep during SoA anyway.
