The Complete Arcane book says that a Warlock must be either Chaotic or Evil (or both). Is there any penalty for changing alignment to a prohibitted one? Or is it like a Monk, who can change to a non-lawful alignment and keep his abilities but not progress further in the class?

    I'd say the latter applies.

From memory, warlocks gain their powers from evil demons or devils, don't they? If that is the case, I would imagin that changing alignment would certainly have a big negative impact. I would probably say it is akin to a result of a paladin changing his/her alignment (ie. the loss of all their class abilities).

That is one explanation for the warlock's power's origins. It is not the onlyone given in either Complete Arcane or Complete Mage. If the Paladin-esque rules you mentioned were in play, I would expect they would say so in the original class description. I'm wondering if there was a clarification anywhere other than the two books I mentioned.

I would go with the paladin rules personally. They MUST be either Chaotic or Evil.

Well, since there isn't a "ex-warlocks" section as far as I know, non-chaotic, non-evil warlocks lose their abilities but can't progress in the class. Losing all abilities does not seem unreasonable, however, if their abilities were actively granted like they are for clerics or paladins.

However, I'd say you could just be a sorcerer/wizard with a reserve feat. It's a kind of feat from Complete mage that lets you do something at will as long as you have a certain kind of spell that you can cast (whether spontaneously or from a slot).
