If I speak goblin what races does that include? Goblins, hobgoblins, and bugbears? Or are there others also? Kolbolds and orcs have their own. What about gnolls or ogres?

Depends on the DM and the setting you are in to be honest - Ebberon's goblins once ruled vast empires in the setting, so many races that used to be part of those empires, like the Orcs that usually speak orcish, will also understand goblin. Many old ruins of their old empire will also have wall carvings/documents/etc in goblin, giving a bit of incentive and opportunity to others to learn the language as well.

Assuming this is still 3.5/3.x, According to the d20 SRD, gnoll characters would get access to goblin as a language - it wouldn't be a far stretch to assume all gnolls have a basic understanding on it.
