What's the highest level that a character can get to in normal mode?

So I have been playing Icewind dale 2 for a while, and one of the things I tried was a solo sorcerer and mules to try and get fireball in the prologue (spoilers, you can) I was able to get cloudkill halfway through chapter one and it carried be through until chapter four. So now I wonder: if you are allowed to use any means (except for cheating of course) what is the highest level you can get a single character to by the end of normal? is getting to level 30 possible?

If you allow for level-squatting :nono:, almost anything goes. Reaching average level 25 by the time you reach Kuldahar isn't even hard - you get that by squatting at level eight, which is plenty to tackle most anything between chapters 2 and 4.

Without level-squatting you'll be hard-pressed to get more than two characters up to level 20, and even that is quite a stretch and requires starting with max two characters and playing with only them for quite a while. If you really push it, you COULD probably get a single character to 24 or so, but the rest of the party would be suffering for exp.
