Where can I find the info on what the bard songs do?

    Plain bard/Blade song: removes and grants immunity to fear effects.

    Jester song: Confusion, gains Slow and Stun effect at higher levels (avoid the Enhanced Bard Song HLA if you play a Jester).

    Skald song: Combat bonuses (see description).

    The luck bonus component mentioned in the manual was never added in BG2. The immunity to fear represents the morale bonus component.

    What about a Blade's song? What does it do?

    I'm pretty sure that the blade has the standard bard song. It just doesn't improve with levels.

    As much as I can tell plain bards are like plain clerics or plain rogues - you should never play as one unless you're RPing.

    The plain bard's song probably does get better with levels through increased morale, but I wouldn't count on that being very useful unless people in your party keep dying all the time (the only thing morale does is determine whether or not your allies will panic or flee in combat). You can think of high morale as something like protection from non-magical fear. Both the Blade and the plain bard's song protect against magical fear.

    Is there a way to play the bard's song and still attack or cast spells like in NwN?

    At higher levels, the Mislead spell (level 6). The illusion generated by the spell may sing, but you have to prevent it from getting destroyed. Casting Spell Immunity: Divination on your bard prevents the images from getting destroyed by True Sight. The illusion counts towards the 5 creature summon limit, so use wisely. If you have the bard song HLA Mislead images can significantly improve the party's overall abilities.

    At low levels the plain bard's song is pretty situational, so unless you plan on doing something really ambitious like beat Watcher's Keep (the plain bard/Blade song is one of the few ways to protect yourself from demonic fear auras in dead magic zones) then I wouldn't worry about it. Only Skalds and Jesters should be using their songs frequently at low levels, and they don't really need to be active during combat to contribute. You can just have them focus on party-buffing spells and Skull Trap.
