    Welcome to the boards :D

Unfortunately, I believe the answer is 'No' to both of the questions.

Although in BG1, there is an NPC who comes with a Short Sword. Thats about it i think

The Ashes of Embers mod (I think it's that one) allows most classes to use most weapons.

No and no. It's your game, however, so there's nothing to stop you using Shadowkeeper to give your PC a proficiency point in the sword of your choice. Your mage still won't be able to hit anything, though. Why not play a fighter / mage or dual class?

Does giving yourself a proficiency point allow you to wield weapons normally banned for your class?

If not you'd have to make yourself one. In BG1 Xan came with a moonblade...I think the Forgotten Wars Item Pack has a moonblade in it, but you want to stay away from that item pack.

Adding a profpoint with SK wont change anything. If the weapon is restricted it is, no matter how many prof points you have. Although, if you´re cheating already you might just aswell put the weapon you want in his hands by using SK. Be sure not to remove it though, or you´ll have to go use SK again.

You could create a short sword that is only usable by mages, or intall the Ashes of Embers mod. You can't create a file for wizard hats. You can only modify graphics allowed by the game's engine. However, the easiest way to accomplish this would be to use Shadowkeeper to assign Elminster's avatar to your character. Bare in mind that you won't be able to change his appearance at all, and you won't see anything in your inventory screen, but that should work.

Also, the Bone Blade is a dagger that looks just like a short sword, and isn't too shabby. Use that - don't create something new.

Per the hat question, there is no item in the game that will give your character a pointy hat. You'd probably need to create and add the animations for it. However you could change your avatar to Elminster's (this can also be done with ShadowKeeper) since he does have a pointy hat. Might crash the game though--if an avatar doesn't have the proper animations for the actions you send to it (i.e. if you cast a spell with an avatar that doesn't have a spellcasting animation) you'll crash BG2.

Ashes of Embers has the universal weapons component; sorcerers can't dual- or multi-class so it's probably your only option if you want to wield a sword.

edit: DR beat me to it

IIRC the game will crash if you have Elminsters appearance and make a melee attack. Because they didn´t plan for him to make any of those and therefor didn´t add the animations. But this might only be in BG1, I´m not sure.

The Unusual Oddities Shop includes a sword that is usable by mages, plus a couple of other neat items.

There's no in-game animation for a pointy hat, and using Elminister's avatar will crash the game.

That would require changing the avatars, which is impossible (and illegal).

I could create a wizard-only hat for you, but you wouldn't be able to see it either on the paperdoll or the avatar on the screen.

Aren't there hats in some other IE game? I seem to remember seeing some at one point. Maybe IWD2? If there are, can't you just borrow those graphics and import those items via a mod?

If there were hats in another IE game, they could be imported. I have all the IE games, though, and I'm pretty sure that none of them have it. (I haven't fully looked at all the IWD2 files, however).

Another thought with your sword question, you can make a permenant 'black blade of disaster' for any character:

    1)Must have 'shadow keeper'
2)During the game, equip any melee weapon, magical/nonmagical in the first weapon slot(one closest to the talk icon), save game.
3)Open 'shadow keeper', go to IB(Item browser), click 'filter list', type: 'black', and put a checkmark in the first box on left(something about find item by name).
4)Scroll through 'til you find black blade of disaster icon, not the scroll parchament icon, and go to the slot that has the weapon equipped in game and highlight the weapon, and last, click 'equip to <charname> inventory', and save.

I have never had any problem with this, it acts as the spell does but cannot be unequipped or dropped, dispelled, etc...., but will crash the game if you equip it and dual-class to a class that loses a weapon slot you use to hold the sword. Hope this will be useful to you.
Oh, and you can use it in the shield slot to dual-wield, just follow instructions above. Good luck.

What an excellent idea! The BBoD is probably the most powerful weapon in the game: +5 to hit, 2-24 damage, disintegrates targets that fail their saves. Even better, a mage wielding it has a THACO equal to a fighter half his or her level. It looks really cool on your paper doll, too. If you didn't want to have such an overpowered weapon permanently wielded to your hand, you could do something similar with a Phantom Blade instead.

I think I remember having wizard hat in Icewind Dale II.. Or was it ToEE.. I'm not quite sure, but I think there was one in IWD2 also. At least ToEE had one for sure.

Heart Of Winter has the "Cyclocone", which is a pointy hat usable only by wizards. However, I'm not sure whether it affects the appearance of the avatar on the screen.
