Xzar doesn't appear

    It's been a while since the last time I played through BG2. I wanted to get Jaheira's quest on the way, so I went down to the docks. I talked to the man outside the Harper Compound, though he just told me to beat it. IIRC, Xzar is supposed to stand at the lower end of the stairs. He's not there though. Is it a bug, or do you have to do something in order for him to spawn? I haven't done any quest related to the thieves. Any answer is warmly embraced ;)

    You first have to encounter the group of thugs who've just beaten up some poor stranger. You'll engage them sometime while you're switching between districts, or traveling from Athkatla to the outlying regions. It seems fairly random, but it always happens fairly early on. So... just do a lot of traveling back and forth, and eventually you'll get the pre-quest. Xzar automatically approaches you once you've finished that quest.

    Yes, just try exiting the city via City Gates, head for some place, like De'Arnise keep and such, and thug encounter will happen.
