Here is a depository of the Circle of Magi, overseen by several Tranquils, including one named Owain.
Here is the Library. Here you'll find a mage named Niall, and Senior Enchanter Torrin. Talking with them gets you a Codex entry on the subject of Fraternities within the Circle of Magi. Clicking on books on the shelves here will also get you the Codex entries on Entropy and Spirit as schools of magic, as well as the History of the Circle.
Also here in the library is Senior Enchanter Sweeney, who's losing his eyesight and doesn't seem of very friendly disposition.
Here are the Guest Quarters, where you'll find an old mage who claims to have had a past opportunity to join the Grey Wardens. A chest in here holds a random item.
Here is the Mage Dorm. In an armoire in here you'll find a Charm of Still Waters. A chest in here also has a random item.
This room has a cabinet and a bookcase with random items. Standing outside is a Templar named Cullen, who doesn't seem entirely confident in his duties.
Here is the Mage Laboratory, overseen by Senior Enchanter Leorah. A chest in here has a few minor items, an Elfroot, a Frost Rock, and a couple of Deep Mushrooms.
Here is the exit to the Storage Caves. You can't access it until you get a quest from Senior Enchanter Leorah. More on this later.
Here is the Chapel of the Chantry. You'll encounter two Sisters of the Chantry. One is Keili, with whom you can chat briefly. The other is Lily, who becomes signficant later on. There are also bookcases here where you can obtain journal entries for the Rite of Annulment, the Founding of the Chantry, the Chant of Light, the Blight, and the Maker.
Here is the stairs leading up to the Third Level, but this is inaccessible for now.
In this room you'll find Knight-Commander Greagoir, First Enchanter Irving, and the Grey Warden, Duncan. The subject of their conversation is a brewing war with Darkspawn to the south, and Duncan's desire to recruit mages for the war effort. Irving interrupts the conversation to congratulate you on passing the Harrowing. He then gives you a Magic Staff (Grey Iron), a Ring of Study, and Mage Robes to signify your new status as a mage.
He then asks you to escort Duncan to the Guest Quarters at #4. Before you do, you can ask Duncan a few questions. A successful Persuade check can convince him to give his opinion on the disagreements between Greagoir and Duncan. Meanwhile, walk Duncan back to the Quarters.
Once that is finished, Jowan will appear just outside the door of the Quarters. He insists you come an see him in the Chapel. Once you're there, he and Lily both express a desire to destroy Jowan's phylacetery, a blood receptable that would allow the Templars to track him down, so that he can make good his escape from the Tower and be free with Lily. You can agree to his request. You can also refuse, but sooner or later you're going to have to fall in with this to make progress. An alternative is to report this to Irving. Irving will then want you to play along with Jowan's request so that both Jowan and Lily can caught red-handed in such a way that the Circle cannot be blamed for Lily's indiscretions.
Once you say yes, whether in earnest or playing undercover for Irving, Jowan wants you to get a Rod of Fire so that he can melt a lock barring the way to his phylactery. So it falls to you to speak to Owain at #2. Owain however insists that a Senior Enchanter must sign a form authorizing you to get the Rod of Fire. Owain then gives you a Rod of Fire Request Form.
There's more than one way to go about this. Senior Enchanter Torrin wants you to give him a research proposal regarding your use of the Rod of Fire. There's none to be had though, so this is a dead end.
Senior Enchanter Sweeney will, if you manage to pull off a Persuade check (this usually requires a skill rank in Coercion).
Senior Enchanter Leorah will, if you do a favour for her. She wants you to clear out the Storage Caves of Spiders. She then gives you a Laboratory Storage Key for the door to the Caves. Kill all of the spiders in the caves, and she'll sign the form for you.
Either way, your Rod of Fire Request Form, becomes a Signed Rod of Fire Request Form. You can then take this to Owain, who will then give you the Rod of Fire. Now meet up again with Jowan and Lily, who want to go to the Repository that is located in the Mage Tower Basement.
