It is a madman alright, but not Xzar.
The problem is that since I havent played BG1 for a year or so, I do not actually remember where I met that guy (just took a screenshot), so no hints are availiable.
And since I will be gone for some days, it may be better if someone else takes the turn.

Edit: this may help "wertle wertle wertle woo, wertle-woooo..."

 

The mad gnome Arcand is the only one I know of who "wertle"s.

Are you sure that's from BG1? I thought Tethyr was in the Amnish region of BG2.

You sneaky little so-and-so. I just ran into that nutsy little gnome on the Ice Island that Shandalar sends you to. He's the last guy before the one that you get the cloak from (not counting winter wolves).
