I have noted that if you dualwield you should always go for as many attacks as possible, especially if you have a high strenght. Which every character have at the ToB levels. Main hand is always Celestial Fury, that weapon is the single best weapon in the game. I would even say it is better than most of the super ToB weapons. The stun ability for CF works very very often and a stunned opponent cant touch. Then what need do you have of any other special abilities that you could have been granted by other weapons? Offhand is Belm or Sword of Quickness. Extra attack is an even better ability for a weapon to have than the stun ability.

Dualwielding shortswords is more than just possible.

I once soloed a fighter/thief through soa and most of tob before a mishap lost my game. He used dualwield shortswords. I agree with joacqin about maximizing the number of attacks. For this reason, the Kundane shortsword is a deceptively powerful weapon and one of the better in the game imo. Combine it with shortsword of backstabbing, cutthroat, and Sword of Mask (which can be had very quickly) and you're plenty strong enough. Sure there are plenty of stronger combinations, but this is fun, relaistic, and looks cool.

Another fun is sword and dagger and there are a few fun daggers out there (for earlier in the game mostly.)
