A lawful neutral character will act towards law with balance between good and evil. A LE character who sees the world as Law vs. Chaos will use Law as a way of creating a rigid social stratum. It works as a way of creating a societal justification for his exploititive actions.

Since evil is in most societies looked upon unfavorably, I figure LE characters who aren't actively evil on an ideological level are going to see themselves in a way that fits in with society. This forces to look at the world in a way other then good vs. evil if they are going to accomplish their immoral goals while still holding onto their societal norms and values.

The LE character who holds a view of Law vs. Chaos does so also because it is his rigid adherence to law that makes him superior to others in his mind. Much like devils, this type of LE characters perfers Celestial creatures to demons, a man's word is all that separates man from animal (chaotic characters literally become no better then animals in this LE character's mind). His rigid adherence to laws and social values should give him a good splash of racism as well (think half-elf, halfling, tiefling and any other race that predominately make it as thieves).

He primarily differs from an LN character because a LN acts with the absense of ethics (amoral), while the LE acts with the opposite of ethics (immoral). Much the lich, this lawful evil character doesn't act with the intent to hurt others, but instead will take any action that falls within his code of conduct to complete his goal, regardless of moral implications (so so long has he can continue to feel superior while doing it).
