So is Korgan, like a Duergar... or what?

Korgan doesn't seem like the religious type. And no, I don't think he talks about any governing power in his life. Well, except gold, of course.

Korgan is not Duergar. Dwarves often live underground, even the hill dwarves but hill dwarves wouldn't have much to do with the underdark. Mountain dwarves on the other hand would interact with the underdark races.

In Icewind Dale II you meet a dwarf representing a non-Derro and non-Duergar clan yet he is trading with Drow, Duergar and Derro. Considering Korgan's personality it wouldn't be surprising to find out that Clan Bloodaxe might be an evil shield-dwarf clan. They could possibly trade with Drow to aquire drow-related goods (damned if I know what). But if you trade with someone you don't have to like them.

Korgan has probably interacted with Drow, possibly even fought them in a trade dispute, maybe even house De'vir but if Korgan hasn't then his clan most probably has.
