Depends on your definition of brilliant, but I'm going to partly assume it's relating to being influential (not necessarily for the good, and also in certain cases the result of the individual's policy rather than their aim). And I'll try and say why as well..
    1. Plato (probably the first university)
    2. Pericles (Democracy)
    3. Alexander the Great (Expansionism and conquest of Afghanistan:))
    4. Hitler (shaping of post 1945 Europe and creation of Israel)
    5. Alan Turing (the computer - or we wouldn't be here)
    6. Robert Oppenheimer (The ultimate deterrant)
    7. Karl Marx (The big idea and the seeds of revolution and subsequent cold war)
    8. Albert Einstein (without him, no number 6)
    9. George Washington (liberation of the US)
    10. Martin Luther King (attempts to liberate all of the US with the radical concept that blacks should have equal rights as late as the 20th century)

Could come up with a few more, and I'm aware of the large gap between 300BC and the 1770's which could probably be filled by.........(fill in the gaps)
