LKD, I actually think the analogy to blacks is very fitting. Blacks in the US have been the target of the justice system for many years. Now that we're making real progress in ending prejudice (I won't say it's finished, but I do think we're making real progress), we're seeing a few unexpected consequences:
1.) Since blacks were the target of police, since they were downtrodden, many now live in poor areas. Poverty breeds crime so, unfortunately, a lot of the blacks in prison today actually worked their way there, but it still means a disproportionate number of prisoners are black.
2.) Since blacks were the target of police, many blacks don't trust the police in anything. This means the investigation of crimes committed in black neighborhoods often gets no support from the neighbors. No witnesses to a crime committed in broad daylight on a busy street. No one talks to the police. No justice (of any kind) is served.
3.) When prominent blacks are arrested, the trials become less about evidence and more about race. Look at OJ Simpson. I don't care if you think he's innocent or guilty, that trial was more about race than about evidence.
4.) Seeing this, some whites develop a brand new dislike for blacks, seeing them all as criminals who get coddled by the justice system. The cycle begins anew.

We're already starting to see some of this in the issue of gender, with radical pro-men groups rising up to counter the radical femenist groups and spreading ridiculous propaganda (one site I saw claimed that 98% of rape accusations were lies).
