The prerequisite is completing The Hermit of Hadret House quest. Concluding that quest will bring you just outside the city gates at the Aedelwan Bridge. Nearby commoners will drop the hint that the flood at the nearby Stormwell Gorge has receded, which means you can now reach Thaos' next destination, Twin Elms.
The southern half of Stormwall Gorge will no longer be flooded come Act 3. Any of the exits on the southern edges of the map will allow travel to Elmshore.
You will start off at #1 on the Elmshore map. Any of the exits on the eastern edges of the map will allow you to reach Hearthsong.
You will start off at #1 on the Hearthsong map. Simply reaching Hearthsong advances the quest, and also allows you to once again travel to and around the city of Defiance Bay. The Guards at #2 will confirm that the city of Defiance Bay is once again open for travel.
Anamenfath Bethwl will be at #3 on the Passage of Six map.
Benevolent, Diplomatic, Passionate and Stoic replies are possible in response to her initial offer to let you venture into other parts of Twin Elms beyond the Hearthsong district.
The spirit of the her ancestor, Anamenfath Ferwlt, will at some point begin to intercede and drop information that can help you during the dialogue. A Lore check of 10 and a Perception check of 14 become possible, although it only affects the specifics of the conversation itself.
Bethwl will later on express resentment over having given Thaos access to Twin Elms, to which Benevolent, Deceptive, Honest and Rational replies become available.
Sooner or later, the conversation will always lead to the same outcome. Bethwl will give you free run of all of Twin Elms, and also suggests that you speak with the Delemgan of Teir Evron.
You will have another vision once you begin crossing the bridge starting at #17. The vision is one of Thaos and yourself agreeing to lure Iovara into a trap.
Once you do get across the bridge to #18, a pair of Delemgan twin sisters named Sidha and Rihenwyn will speak to you at length. The full range of disposition-based responses will be available during the conversation.
Thaos has apparently entered into a nearby ancient Engwithan ruin, and has sealed the way behind him. The only way to give pursuit is to jump down a pit, which would normally kill anyone who tried. The only way to make the jump safely is to petition one of the Gods to grant you such a boon. That means you must pray to at least one of the Gods in the Teir Evron, the entrance to which is at #20.
